There is a pot hole reporting site with Penndot which I have used a few times. You will want to estimate a reasonably accurate distance from an intersection and note the road direction of the hole.

You can go to the above site and report any Penndot controlled roads with developing pot holes. Be sure to include road direction, name an any nearby intersections. Local controlled roads will have to reported to the township or boro.
