A regular meeting of the Parkside Borough Council was held in the Borough Council Chambers located at 22 East Elbon Road, Parkside, PA on the above date. The meeting was called to order at 7:00 p.m. by Council President Douglas Bull. Following the Pledge of Allegiance the roll was called with the following in attendance:

Mr. Stamis did notify the Secretary he would not be in attendance.

Vice President Purcival made a motion, seconded by Mr. Capobianco, to adopt the Minutes of the February 25, 2015 meeting, as submitted; motion carried.

Mayor’s Report: (Ardele Gordon)

Total calls for the month of February 2015 = 137. Leading categories: traffic and parking problems – 14; medical emergency – 11; alarms – 11; traffic complaints – 11; domestic disturbances – 5; police information – 5. Total traffic violations = 29. Leading categories: red traffic signals – 8; registration of title required – 4; driving while license is suspended – 2; registration suspended – 2; speeding in school zone – 2. Offenses reported: fraud – 1; criminal mischief – 1; possession of drugs – 1; theft – 1; assault – 1. Offenses cleared – 3. Arrests = 3.




All Officers have completed the certification for First Aid and CPR. The police department made a save of a 19 year-old w/f by administering the anti opiate “Narcan” drug, nasally.

President’s Report: (Doug Bull)

President Bull reported general progress.

Public Safety Report: (Dave Favinger)

Fire Marshal – Four Use & Occupancy Inspections were conducted for the month. The mailing for the 2015 rental inspections were sent out in early March.

Code Enforcement – 150 E. Chelton Road interior/exterior issues, house is a rental that is going up for sale.
2708 Edgmont Avenue – property maintenance issues
Icing conditions on sidewalks at 28 E. Chelton Road
110 E. Chelton Road – property concerns. Mr. Favinger, Sgt. Paul and President Bull inspected this property (the small home in the rear) and found an electrical concern of hanging live wires PECO was called to remedy the situation. The owner of the property, Wells Fargo, had workmen at the property and installed a dehumidifier. The Borough had CPR re-board the property up.

License & Inspections – Nine building, four plumbing and one electrical permit were issued for the month.

Police Report: (Shirley Purcival)

Vice President Purcival reported general maintenance to all police vehicles.

Vice President Purcival did indicate that she has a new e-mail address, jewels19015@verizon.net.

Finance Report: (Bill Howell)

Mr. Howell made a motion, seconded by Vice President Purcival, to accept the Treasurer’s Report as submitted; motion carried.

Mr. Howell made a motion, seconded by Vice President Purcival, to pay bills when properly approved; motion carried.

Mr. Howell indicated he sent two proposals to all of Council for codification of the Borough Codebook (one from General Code Publishing and one from Code

Publishing) and asked for comments. The only Councilmember that responded was Mr. Capobianco.

Mr. Howell suggested the Borough hold off with the codification until September or October of 2015 for monetary/budgetary reasons.

Mr. Howell indicated that his wife and children would like to pass out flyers to residents regarding the Easter Egg Dye Night and the Easter Egg Hunt. He asked Mr. Capobianco if that would be okay with him and Mr. Capobianco thanked him and his family for doing that.

Mr. Wills indicated that the Health Inspector, Dave Schlott, has requested him to incorporate, by reference, the new Pennsylvania Food Code regulations. Mr. Wills will prepare an Ordinance for the next Council meeting for a motion to advertise and then adopt at the May 2015 Council Meeting.

Public Works/Buildings & Grounds Report: (Mary Conlin)

Ms. Conlin informed all that it has been a very busy winter for the Public Works Department. Some of the biggest storms of the season were last month. Streets were plowed and salted. Sidewalks were shoveled and calcium chloride was put down. Approximately 200 man-hours and 37 tons of salt were used so far this winter. Ms. Conlin did request the Secretary send a letter of thanks to Brookhaven for their assistance with salt this past winter season.

Borough Hall – General cleaning, vacuuming, mopping, emptying trash and recycling cans, stocking bathrooms with paper supplies.

Outdoor Borough Properties – Picked up litter and emptied trash cans. Replaced and erected all necessary signage.

Woodlot – Cleaned off walking trail and emptied trash cans.

Ms. Conlin reported that she requested Joe Winiarski do some spring cleaning in the Borough garage. Mr. Winiarski plans on scrapping the bikes/parts stored in the garage. Ms. Conlin was informed those bikes/parts are the property of the Parkside Police Department and can not be removed from the garage until the police Chief gives the okay.

Ms. Conlin reported that the deadline for the letter for scholarships for Sun Valley Seniors are not due until this Friday (3/27/15) and she will not be receiving the Parkside resident letters until after that. The winner of the Parkside Borough Scholarship will not be voted on until next month’s Council Meeting (4/22/15).




Ms. Conlin is reviewing all the handicap parking spots issued to Borough residents. She is in the process of calling those people to find out if the spots are still required and if not they will be removed.

Ordinance Report: (Frank McCollum)

Mr. McCollum reported total refuse collected for February was 131,140# and the total recycling collected for the month was 11,400#.

Recreation Report: (Nick Capobianco) Progress

Communications/Energy Conservation Report: (Jason Stamis)

Mr. Stamis was unable to attend the meeting, however, he did send a report for the Secretary to read, as follows:

The phone update, at this point, is that it may be canceled. There seems to be resistance from IT and others to a previous request to update the phone system. The updated information on cost, due to the Police Departments setup and request, makes it a less attractive option. It would still be cheaper than what we currently have on a monthly basis. A static IP from Comcast would add another $90 a month to the monthly cost. $70 for the business class account and $20 a month for 1 static IP. It was suggested that we may need two and the next step up is an extra $25 a month for 5 static IP addresses.

Tax Collector Report: (Ed Fisher)

The Treasurer has received a total of $ 345,129 to date, from the Tax Collector.

Engineer’s Report (Lisa Catania)

Ms. Catania received copy of a grant from United States Department of Agriculture for Rural Development Water and Environmental Program. She did fill the grant out by hand and suggested the Borough Secretary type and submit it.

Ms. Catania reported that, within the next couple of weeks, we should see the results of the CDBG Funding.

Ms. Catania is waiting for remainder of the plans for the street lighting project.

Ms. Catania also indicated there is a grant available for police communications at NEWPA.COM that might apply to the new phone system implementation for the police department.




The updated NPDES CRC Watershed updates are on-going. As of now the update does not impact Parkside Borough.

Solicitor’s Report: (Jay Wills)

Mr. Wills continues to collect delinquent trash fees and nuisance liens.

Mr. Wills is working on transitioning full-time officer, currently on light-duty, back to unrestricted full-time status. He is currently waiting for medical reports.

Unfinished Business:

2014 Ethics Forms are still due from President Bull, Councilman Stamis, Councilwoman Conlin and Councilman McCollum.

CALL TO CITIZENS:

Eric Long of 144 E. Chelton Road requested the Borough’s assistance with some issues caused by the Elwyn House located at 250 E. Roland Road. He complained of
trash sitting at the curb for a week at a time and parking issues. Mr. Long was assured Council would contact Elwyn and have the problem remedied.

There being no further business, Vice President Purcival made a motion, seconded by Mr. McCollum, that the meeting adjourn; motion carried. The meeting adjourned at 8:00 p.m.
