A regular meeting of the Parkside Borough Council was held in the Borough Council Chambers located at 22 East Elbon Road, Parkside, PA on the above date. The meeting was called to order at 7:00 p.m. by Council President Douglas Bull. Following the Pledge of Allegiance the roll was called with the following in attendance:

Vice President Purcival made a motion, seconded by Mr. Howell, to adopt the Minutes of the March 25, 2015 meeting, as submitted; motion carried.

The Secretary read a letter addressed to Chief Egan from Chief McGoldrick, of the Brookhaven Police Department, commending Sgt. Paul for his assistance in calming a volatile situation when an employee at the K-Mart was attempting suicide.

Secretary read a letter from the County Clerk indicating that 2015 Liquid Fuel Allocation in the amount of $2,430.00 for resurfacing of various streets/roads within the Borough has been approved and is being forwarded to the Pennsylvania State Department of Highways for their approval.


The Secretary read a letter from Chester Ridley Crum Creek Watersheds Association informing that Earth Day is April 22, 2015. That is also the date for renewal for all CRC memberships.

Vice President Purcival made a motion, seconded by Mr. Howell, authorizing a donation in the amount of $50 to the CRC Watersheds Association; motion carried.

A letter from B&L Disposal Services was read. B&L informed Council that there has been a significant increase in the cost to dump recyclable material. The cost to Parkside Borough to dump recyclables for February and March 2015 is $149.83. B&L would like to know how we would like to pay this charge. The Secretary was asked to inform B&L to just include it with the regular monthly bill.

A letter was read from Delaware County Association of Boroughs notifying that their Spring Flight this year will be held on May 16th at the Marcus Square Memorial Park & Waterfront in Marcus Hook, from 1pm to 5pm. DCAB needs number of attendants and payment by Friday 4/24/15.

The Secretary informed Council that an e-mail was received from a Borough resident complaining about a Crossing Guard. President Bull indicated this is a personnel matter and will be discussed after the meeting in an Executive Session.

Mayor’s Report: (Ardele Gordon)

Total calls for the month of March 2015 = 146. Leading categories: assist other police agencies – 18; police information – 12; medical emergency – 7; alarms – 7. Total traffic violations = 41. Leading categories: red traffic signals – 15; stop sign violation – 9; speeding in school zone – 5. Offenses reported: criminal mischief – 3; fraud – 3; possession of drugs – 2. Offenses cleared 4. Arrests 4. Total non-traffic offenses – 1; total non-traffic offenses cleared – 1.

President’s Report: (Doug Bull)

The Secretary did submit an application (per Borough Engineer) to USDA Grant for Rural Development Water and Environmental Program. Council was contacted
and notified this is not a Grant, however, they are willing to LOAN the Borough $96,000. This would be for the repairs necessary to alleviate the water problem in the 300 Block of West Chelton Road.

Vice President Purcival asked if Council is expected to sign off on a $96000 loan. President Bull indicated he was just stating a fact, not asking for a motion.




Mayor Gordon asked why that issue is Parkside’s problem since the water is coming from new construction done at Our Lady of Charity in Brookhaven. She suggested
Brookhaven be contacted for assistance. Ms. Catania did inform all that she has been in contact with Brookhaven Borough with no response.

President Bull reported that the E-Waste collection held on April 18th was not well attended.

President Bull indicated the Parkside Methodist Church, located at East Roland Road and Edgmont Avenue, has been vacant for a year. The property can not be made handicap accessible. The Borough should look into re-zoning the property.

Engineer Report: (Lisa Catania)

Ms. Catania asked Council to give some thought to if there should be a road program in 2015 and if not, request from the County that we defer County Aid to 2016.

Ms. Catania indicated that the FEMA Floodplain map does not require any revisions. PEMA gave FEMA permission to change some verbiage in the ordinance at no cost to the Borough. There are two minor changes; 1) Council must designate a Flood Plain Administrator. This position requires periodic reporting or 2) Council must delegate third party to be Flood Plain Administrator. Maps go into effect 9/2/15 and the ordinance should be adopted at the same time. Following are the three steps Council need to take: 1) Decide who will be appointed Flood Plain Administrator; 2) Make changes; 3) Must be approved by DCPD and PEMA.

It was suggested that a secondary Flood Plain Administrator be appointed.

Public Safety Report: (Dave Favinger)

Fire Marshal -
Mr. Favinger indicated on 4/6/15 a house across the street (19 E. Elbon Road) had a fire that started in their heater. Fortunately the next door neighbors noticed the black smoke and called for help. Building fire at 3504 Edgmont Avenue (Brookhaven). House fire on 4/16/15 at 400 Keenon Avenue in Upper Chichester.

Code Enforcement –
Activity as follows on properties in Parkside during the month:
28 W. Chelton – rear yard pool
2618 Parkside Terrace – trash in rear
33 E. Avon Road – trash to rear of home
100 Beechwood Road – trash
11 W. Forestview Road – mattress in driveway/yard


License & Inspections –
Six building permits, 2 plumbing permits and 0 electrical permits were issued for the month.

President Bull asked Mr. Favinger if when boarding a house up in the Borough, can Plexiglas be used instead of wood on the street side of the property. Mr. Favinger will look into this.

Police Report: (Shirley Purcival)

Vice President Purcival reported general maintenance to all police vehicles.

Vice President Purcival made a motion, seconded by Mr. Howell, to adopt Resolution No. 1738 – Children’s Mental Health Day; motion carried.

Vice President Purcival did report that the Principal of Parkside Elementary School did send a letter to parents of all children attending that school indicating the rules
and regulations to be followed in the school parking lot.

Public Works/Buildings & Grounds Report: (Mary Conlin)

Ms. Conlin was not in attendance at the meeting, however, she did give her information regarding the 2015 Parkside Scholarship to be addressed. Council will review the entries and make their recommendation of the winner at an Executive Session this evening.

Ordinance Report/Recycling: (Frank McCollum)

Mr. McCollum was not in attendance.

President Bull reported for March 2015 234,500 pounds of refuse (including bulk) were disposed of from Parkside Borough. Recycling collected was 16,020 pounds.

Vice President Purcival made a motion, seconded by Mr. Howell, to advertise Ordinance 516 – PA Food Code, with intent to adopt at the May 2015 meeting; motion carried.

Finance Report: (Bill Howell)

Mr. Howell made a motion, seconded by Vice President Purcival, to accept the Treasurers Report as submitted; motion carried.

Mr. Howell made a motion, seconded by Vice President Purcival, to pay the bills when properly approved; motion carried.


Vice President Purcival asked for clarification as to how the Solicitor is contacted
for legal advice. It was determined that anyone wishing to get information from the
Solicitor, to run it by the President or Vice President of Council before doing so.

Recreation Report: (Nick Capobianco)

Mr. Capobianco thanked colleagues and their families for helping with the Easter Celebration this year. He also thanked Robert Powers for allowing use of the fire trucks to bring the bunny to the hunt. He also thanked Mike for assisting and Roberta Cole for being the Easter Bunny. He thanked Ryan, Logan and Ryane Cornog for their assistance. He then thanked Mark Townsend for his assistance. Parkside Police Department was also thanked for escorting the bunny to the event.

President Bull suggested a Memorial Day celebration at the Wesley Coale Memorial.

Communications/Energy Conservation Report: (Jason Stamis)

Mr. Stamis was unable to attend.

Vice President Purcival did indicate she was able to obtain a quote for a very good phone service from K&D Communications, Inc. for a one-time total cost of $2,952.33. The K&D system will not interfere with the current computer system and extra IP addresses will not be necessary

Vice President Purcival made a motion, seconded by Mr. Capobianco; authorizing Solicitor Wills to investigate what would be involved in breaking the contract with ACTEON and entering into an agreement with K&D; motion carried.
Roll Call Vote: Howell – no, Capobianco – yes, Purcival – yes, Bull – no. Being a tie
vote, the Mayor voted yes, to go ahead with the motion

Tax Collector Report: (Ed Fisher)

April 2015 - $328,989.21 received. To Date - $674,118.62 received.

Solicitor’s Report: (Jay Wills)

Mr. Wills reported that he has been involved with pension issues for a police officer out on disability from the Parkside Police Department. The Officer will collect full benefits for approximately another 2 ½ years.

Mr. Wills reported that he collected a number of trash liens and turned it over to the Secretary.




Unfinished Business

The Secretary reported that the only Council people that have not yet turned in their Ethics Forms are Mr. Stamis and Mr. McCollum.

CALL TO CITIZENS:

Tom Deitman of 107 E. Elbon Road addressed Council. He indicated that the letter the Secretary spoke about, earlier in the meeting, complaining about a crossing guard was actually him the complaint was about. Mr. Deitman indicated he waived his right to personnel in private rule. Mr. Deitman wanted to object to the letter since the person that wrote it is not present at the meeting. He indicated the letter is hearsay.

Holly Johns of 25 E. Chelton Road indicated to Council that she is concerned and distressed regarding the “right-turn only” signs at the school. She feels that sign is causing more traffic on the back streets and causing safety issues for the children.
She suggested a traffic light be erected at Edgmont and Forestview.

Ms. Catania informed her that the rules on Rt. 352 are governed by the State (PENNDOT). The Borough has no responsibility for that. She also informed Ms. Johns that the Borough has requested traffic studies on several occasions requesting a light at that spot and PENNDOT has refused it every time.

President Bull indicated that Council will take it under consideration but can not promise anything.

There being no further business, Vice President Purcival made a motion, seconded by Mr. Howell, that the meeting adjourn; motion carried. The meeting adjourned at 8:02 p.m.
