A regular meeting of the Parkside Borough Council was held in the Borough Council Chambers located at 22 East Elbon Road, Parkside, PA on the above date. The meeting was called to order at 7:00 p.m. by Council President Douglas Bull. Following the Pledge of Allegiance the roll was called with the following in attendance:

Mr. McCollum was not present and did not contact anyone prior to the meeting that he was unable to attend. Mr. Howell was not present; however, he did contact President Bull and indicate he would be unable to attend.

Vice President Purcival made a motion, seconded by Mr. Capobianco, to adopt the Minutes of the April 22, 2015 meeting, as submitted; motion carried.

Correspondence Report: (Linda Higgins)
The following funds were received during the month of April 2015:

The Secretary read a letter addressed to Chief Egan from Chief McGoldrick of Brookhaven Police Department. The letter expressed sincere appreciation and acknowledgment for fine police work Parkside Officer Matt Elliott performed in assisting Brookhaven Police on April 20th with a very volatile situation.

The Secretary read a letter from Animal Control Warden, Allen Strickler, indicating that effective 6/1/15 charges for his services will increase as follows:
Monday – Friday 8am to 4pm, $75/per animal. Monday – Friday 4pm – 8am, $125/per animal (this includes weekend and holiday hours). These charges are over and above the $250/per animal charged by the Chester County SPCA.


The Secretary informed Council of an upcoming “Wake Up to the Issues Breakfast” sponsored by the PSAB to be held on 6/4/15 from 7:30 am to 9:00 am at $10/person.

Mayor’s Report: (Ardele Gordon)

Total calls for the month of April 2015 = 146. Leading categories: assist other police agencies – 22; police information – 12; parking problems – 11. Total traffic violations = 160. Leading categories: speeding in school zone – 55; seat belt violations – 25; stop sign violations – 24. Offenses reported: criminal mischief – 5; theft – 3; assault – 2. Offenses cleared = 4. Arrests = 3. Total non-traffic offenses = 1. Total non traffic offenses cleared – 1.

President’s Report: (Douglas Bull)

President Bull did thank Boy Scout Troop #493 for their participation in the Memorial Day Celebrations. He also thanked Mr. Stamis for performing the invocation.

President Bull indicated several residents have asked him to send out written Newsletters to residents, in addition to the Newsletters that appear on the Borough website. Many residents do not own or use a computer. President Bull indicated that a printed Newsletter will be coming soon.

Public Safety Report: (Dave Favinger)

Fire Marshal –
Mr. Favinger completed three U&O inspections and eleven rental inspections during the month. He performed fire investigations on 4/29/15 at 23 W. Avon Road – house fire and again on 5/7/15 at 110 W. Roland Road – electrical hazard.
The following training was completed during the month: BCO 120, Fire Essentials 1-4, and Energy management.

Code Enforcement –
Mr. Favinger reported he addressed a significant amount of property maintenance issues in the Borough this past month. The majority of the issues were related to uncut grass. A total of 37 citations were issued.

License & Inspections –
Nine building, three plumbing, two electrical and four street permits were issued for the month.




Police Report: (Shirley Purcival)

Vice President Purcival made a motion, seconded by Mr. Capobianco, to adopt Resolution No. 1739 authorizing the purchase and finance of a 2015 Ford Police Interceptor Sport Utility Vehicle; motion carried.

Vice President Purcival reported general maintenance on all police vehicles for the month.

Vice President Purcival did announce that three Penn Delco Schools (Aston, Coeburn and Pennell) were awarded the 2015 National Schools of Character Award. This is quite an accomplishment for Penn Delco School District.

Public Works/Buildings & Grounds Report: (Mary Conlin)

Ms. Conlin reported general maintenance to all Borough property.

Ms. Conlin announced that the banquet for those Penn Delco Seniors receiving scholarships will be held on June 1st, 2015. She will attend and award the Parkside Scholarship to Amani Williams of 107 E. Roland Road, Parkside.

Ms. Conlin made a motion, seconded by Vice President Purcival, approving the proposal submitted by Borough Plumbing/Heating Inspector Tom Kennedy for service to Borough building equipment; motion carried.

Ms. Conlin did thank all residents in attendance at tonight’s meeting for coming out and taking an interest in the Borough.

Ordinance Report/Recycling: (Frank McCollum)

Mr. McCollum was not in attendance at the meeting.

Vice President Purcival made a motion, seconded by Mr. Capobianco, to adopt Ordinance No. 516 Amending Ordinance No. 499 to include new PA Food Code Regulations; motion carried.

Finance Report: (Bill Howell)

Mr. Howell was not in attendance at the meeting.

Vice President Purcival made a motion, seconded by Mr. Stamis, to accept the Treasurers Report as submitted; motion carried.

Vice President Purcival made a motion, seconded by Mr. Stamis, to pay the bills when properly approved; motion carried.


Recreation Report: (Nick Capobianco)

Mr. Capobianco made a motion, seconded by Vice President Purcival, authorizing a check in the amount of $1000 be cut for the 4th of July Celebration; motion carried.

Mr. Capobianco then asked the 4th of July Celebration Committee to indicate their plans for the celebration. Those on the Committee in attendance were Judy Saunders and Mark Townsend (Mike Cole was unavailable to attend the meeting).
Mr. Townsend assured Council everything is under control for the event.

Communications/Energy Conservation Report: (Jason Stamis)

Mr. Stamis reported general progress.

Vice President Purcival made a motion, seconded by Mr. Capobianco, authorizing the Solicitor to contact Star to Star (Acteon) to break the contract to which only partial payment was made and no installation begun; motion carried with a roll call vote as follows: Conlin-yes, Capobianco-yes, Purcival-yes, Bull-no, Stamis-no.

Mr. Wills indicated he will contact the Contractor and inform them of the Borough’s position.

Tax Collector Report: (Ed Fisher)

The Tax Collector turned over to the Treasurer $ 21,693.21 for the month of May.
To date a total of $ 695,796.64 has been turned over to the Treasurer.

Engineer’s Report: (Lisa Catania)

Ms. Catania informed Council of several issues regarding the FEMA Floodplain management measures for the Borough of Parkside. It was determined that the Borough BCO (Dave Favinger) will be the Flood Plain Administrator and the Assistant BCO (Joe Ferguson) will be the Assistant Flood Plain Administrator.

Vice President Purcival made a motion, seconded by Mr. Stamis, authorizing the Engineer to request bids for the 2014 CDBG, Edgmont Avenue Pedestrian Lighting Improvements; motion carried.

Ms. Catania asked Council to consider the possibility of which streets, if any, are to be included in a 2015 road program.

The Secretary did thank Ms. Catania for her donation of a picture to be hung in the Borough office.


Solicitor’s Report: (Jay Wills)

Mr. Wills reported he has filed several property nuisance liens. He suggested that liens for uncut grass, etc. not be applied for until after the grass cutting season is
over, that way he can file all at one time.

Mr. Wills’ office is currently collecting delinquent trash fee liens.

CALL TO CITIZENS:

Eric Long of 144 East Chelton road addressed Council to publically thank Councilman Capobianco for his assistance with clearing up Code violations at the Elwyn property (250 E. Roland Road). Mr. Capobianco, on behalf of Borough Council and the Police Department, expressed sincere sympathy on the recent passing of Mr. Long’s Mother.

Barbara Boyle of 8 West Chelton Road asked if the Borough is still going to cut the grass at 10 W. Chelton Road since it is still an abandoned property. She was told that as long as no one is cutting it the Borough will hire someone and lien the property.

There being no further business, Vice President Purcival made a motion, seconded by Mr. Stamis, that the meeting adjourn; motion carried. The meeting adjourned at 7:50 p.m.
