A regular meeting of the Parkside Borough Council was held in the Borough Council Chambers located at 22 E. Elbon Road, Parkside, PA on the above date. The meeting was called to order at 7:00 p.m. by Council President Douglas Bull. Following the Pledge of Allegiance the roll was called with the following in attendance:

Mr. McCollum was not present and did not contact anyone prior to the meeting that he was unable to attend. Mr. Stamis did inform the Council President and Secretary that he was unable to attend due to working late.

Vice President Purcival made a motion, seconded by Mr. Capobianco, to adopt the Minutes of the 6/30/15 meeting, as submitted; motion carried,

Mayor’s Report: (Ardele Gordon)

Total calls for the month of June 2015 = 148. Leading categories: assist other police agencies – 21; alarms – 9; hazardous conditions – 8. Total traffic violations = 28. Leading categories: registration violations – 5/ obedience to traffic control devices – 4; stop sign violations – 4. Offenses reported: theft – 11; criminal mischief – 3; assault – 2. Offenses cleared – 2. Arrests – 2.


President’s Report: (Doug Bull)

President Bull informed Council he attended a storm cleanup disaster fund meeting in Delaware County in hopes of securing FEMA funds for destruction in the Borough during the recent storms. Unfortunately, funds are limited.

President Bull extended his thoughts and prayers to the Country and families of the service men killed/injured in Chattanooga last week.

Public Safety Report: (Dave Favinger)

Fire Marshal – Four U&O inspections and 23 rental inspections were completed during the month. There were multiple issues involving recent storms with trees down and minor dwelling damage.

Code Enforcement – The following issues were addressed during the month:
110 W. Avon Road – grass/large tree in rear (grass ok, still working on tree)
110 W. Roland Road – Court date set for 8/12/15 against fire hazards/illegal PECO

14 W. Roland Road – Posted for A to U to service property maintenance (vacant)
17 W. Elbon Road – Posted for A to U to service property maintenance-bank owned
100 Beechwood Road – Stop work order posted. Interior and exterior work being done without permits
10 W. Chelton Road – A to U has been asked to continue to maintain this – vacant
24 W. Garrison Road – mattresses stored at curbside have been removed
2616 Parkside Terrace – mattresses should be removed by end of week
150 W. Chelton Road – U&O denied until house is brought up to Code
208 E.Roland Road – approved for new buyer to move in-all violations fixed
2638 Parkside Terrace – tree issues at rear of property
241 Beechwood Road – furniture left at curbside for trash had bed-bugs and owners removed it from curb. Owner was advised how to discard

License & Inspections – eight building permits, three plumbing, 0 electrical and three street permits were issued.

Police Report: (Shirley Purcival)

Vice President Purcival reported that all police vehicles had general maintenance.

Vice President Purcival did inform Council that she has received complaints from the police department that they are unable to retrieve messages from the current phone system. She asked what the status is of the Star-to-Star contract Mr. Wills was working on to break the contract. Mr. Wills indicated he has had no response from Star-to-Star, therefore, the Borough could move forward with another supplier if they wish to do so. President Bull indicated he was of the understanding that the Borough already approved the K&D proposal. Chief Egan was asked to contact K&D and authorize them to install phone system in accordance with proposal. The Solicitor indicated it would be prudent to move forward with the alternate contractor (K&D).

Public Works/Buildings & Grounds Report: (Mary Conlin)

Ms. Conlin thanked Ryan Cornog for remembering our Servicemen and flying our flag at half-staff. She also thanked Ryan for the cleanup of the Woodlot so far from damage caused by recent storms. Ms. Conlin is still working on getting bids for additional work to be done in Woodlot. Ryan is also continuing with grass cutting and all other necessary work in the Borough.

Ordinance Report: (Frank McCollum)

Vice President Purcival made a motion, seconded by Mr. Capobianco, to adopt Ordinance #517, Floodplain; motion carried.

Vice President Purcival made a motion, seconded by Mr. Capobianco, to adopt Ordinance #518, No Parking on Blossom during school hours; motion carried.

Finance Report: (Bill Howell)

Mr. Howell made a motion, seconded by Vice President Purcival, to accept the Treasurers Report as submitted; motion carried.

Mr. Howell made a motion, seconded by Vice President Purcival, to pay the bills when properly approved; motion carried.

Recreation Report: (Nick Capobianco)

Mr. Capobianco thanked the Mayor and Council Members that showed up to assist with the 4th of July Celebration.

Community Day will be September 12, 2015 from 12:00 noon to 4:00 p.m. Mark Townsend will co-chair the event.

Mr. Capobianco made a motion, seconded by Vice President Purcival, for an advance in the amount of $2700 for Community Day; motion carried.

Mr. Capobianco will send out an e-mail with Community Day information so that it can be posted to the Borough Website.

Communications/Energy Conservation Report: (Jason Stamis) Progress


Tax Collector Report: (Ed Fisher)

A total of $ 3,676.04 collected for the month. A total of $ 721,921.81 has been collected to date.

Engineer Report: (Lisa Catania)

President Bull reported that he has been in communication with the Engineer and has been notified that the bids received for the Pedestrian lighting on Edgmont Avenue were in the $200,000 range. That project will be discussed further to see if additional grants may be available.

Solicitors Report: (Jay Wills)

Mr. Wills reported general progress. Mr. Wills requested an Executive Session immediately following the public Council Meeting to discuss Police personnel issues.

Unfinished Business:

Vice President Purcival indicated that the Borough is having problems with residents not being aware of certain rules and regulations of the Borough. She did suggest that it would help Mr. Favinger if a flyer (printed and distributed throughout the Borough) was released with some of the common code violations; such as high grass, mattresses being covered, U&O information, etc. Many residents do not have computers.

Vice President Purcival did indicate that the Borough is getting ready to go into budget mode for 2016. One item that needs to be addressed is the expiring trash contract. She asked that, for the August meeting, each Council member give their suggestions on how to proceed with specifications for a trash contract to begin in 2016.

A resident approached Vice President Purcival with his concerns about 110 E. Chelton Road. The resident would like the Borough to take action to bring this property up to Code. President Bull indicated that Wells Fargo has taken over the property and the Borough has been denied access. However, we can still keep pressure on Wells Fargo to bring the property up to Code. Vice President Purcival suggested a letter be sent to Wells Fargo stating it is a blighted property and giving them 6 months to bring it up to Code? Mr. Wills indicated he has not yet sent a letter. Vice President Purcival’s concern was that since residents have notified the Borough of the issue, if by chance that property catches fire and takes other properties with it, the Borough will be liable for not taking action. Mr. Capobianco indicated the resident that lives next door to 110 E. Chelton (Joseph Matteo) is now present at the meeting. He has lived in the Borough for 43 years and is a veteran and should not have to live like that. Mr. Capobianco had pictures depicting the condition of the property. Mr. Wills will follow-up.




CALL TO CITIZENS:

Andrew Slowik of 142 E. Roland Road addressed Council questioned the process for Chester Water to repair the streets they have dug up. President Bull indicated that the work is being monitored and streets will be repaired appropriately. He indicated the upgrade to the water system is necessary.

There being no further business, Vice President made a motion, seconded by Mr. Capobianco, that the meeting adjourn; motion carried. The meeting adjourned at 7:29 p.m.
