A regular meeting of the Parkside Borough Council was held in the Borough Council Chambers located at 22 East Elbon Road, Parkside, PA on the above date. The meeting was called to order at 7:00 p.m. by Council President Douglas Bull. Following the Pledge of Allegiance the roll was called with the following in attendance:

Mr. McCollum was absent from the meeting.
Vice President Purcival made a motion, seconded by Mr. Howell, to adopt the Minutes of the 8/26/15 meeting, with one minor change; motion carried.

The Secretary read a note from Jackie File-Barlow (previous Councilperson) thanking Council for the flowers sent to her recently.



The Secretary read a letter from Kathryn Lipiecki of FEMA informing Council that the recently adopted Floodplain Ordinance (amended 7/22/15) brings the Borough into compliance with the National Flood Insurance Program (NFIP) as required for Delaware County’s updated Flood Insurance Rate Map (FIRM) release on September 2, 2015.

A letter from the Chief of Police of Norwood, Mark DelVecchio, was read. He thanked Chief Egan for the Parkside Officers that assisted in the 8/30/15 incident in their Borough where Officer Hanly of Ridley Park Police was injured.

At this point in the meeting Brooke Hanford of Code Publishing, Inc. out of Seattle, Washington, did give a presentation to Council of the services her company can offer the Borough on Codification.

Mayor’s Report: (Ardele Gordon)

Total calls for the month of August 2015 = 142. Leading Categories: assist other police agencies – 17; medical emergencies – 13; domestic disturbances – 9. Total traffic violations = 48. Leading categories: red traffic signals – 14; stop sign violation – 14; no seat belt – 5. Offenses reported: theft – 6; burglary – 2; criminal mischief – 1. Offenses cleared – 4. Arrests – 4. Total non traffic offenses – 2.

One of the new police officers has finished his training and is now working the street. The other new officer is still in training, he should be working the street by the middle of October.

The new police vehicle is having the body Graphix applied and all the interior equipment installed.

President’s Report: (Douglas Bull)

President Bull thanked all the volunteers the assisted with Community Day. He indicated it was a wonderful day.

President Bull informed Council that it is now Budget Season and he would like each Department head to take a look at their needs for 2016 and make an effort to keep the budget down. Wish lists are due to Mr. Howell and Mr. Possenti as soon as possible.



Public Safety Report: (Dave Favinger)

Fire Marshal – Eight Use & Occupancy inspections and 24 rental inspections were completed for the month. Fire investigations were done on 9/14/15 at 108 E. Chelton Road – gas leak and on 9/16/15 at 7 W. Garrison Road for odor in the basement. Several meetings in reference to the Papal Visit were attended. The Emergency Management Office will be working with the County from August 25th at 11:00 p.m. to August 28th at 7:00 a.m. to assist as needed.

Code Enforcement – Mattresses from 2525 Parkside Terrace were put out without plastic covering. Tree limbs at Crozer and West Roland. Tree concerns at E. Chelton Road were addressed. Property management concerns at 110 E Chelton Road and 108 E. Chelton Road. Trash issues at 2829 and 2902 Edgmont Avenue. Metal scrapping business being run out of 130 West Roland Road, again. Use & Occupancy issues at 150 West Chelton Road.

License & Inspections – 16 building, 5 plumbing, 2 electrical and 3 street opening permits were issued during the month.

Mr. Favinger did send a letter to homeowners and Landlord of properties in Parkside Terrace informing all that when disposing of mattresses they must be covered in plastic and will be picked up during bulk trash pickup. This is a State Law.

Police Report: (Shirley Purcival)

Vice President Purcival reported that general maintenance has been performed on all police vehicles for the month.

Vice President Purcival did thank everyone that worked on making Community Day such a wonderful event. She also thanked Lisa Catania for seeing that the sinkhole issue on West Garrison Road was taken care of and repaired at no cost to the Borough.

Public Works/Buildings and Grounds Report: (Mary Conlin)

Ms. Conlin reported general cleaning, emptying of trash and recycle bins in the Borough building. Grass cutting, trimming, emptying trash cans and picking up trash on Borough properties was done throughout the month. Mr. Cornog is continuing to replace street signs that are unserviceable. The Woodlot grass trimming, emptying trash cans, picking up trash and general maintenance was performed during the month. Also, the split rail fence in the Woodlot was repaired. A tree from the Woodlot fell across the walking trail and Mr. Cornog did remove it.

Ms. Conlin reported that a letter was sent to Brookhaven Borough Council requesting Parkside be allowed to purchase road salt from them again this year.

Ms. Conlin thanked the residents that came out to the meeting tonight.

Ms. Conlin indicated she would like to spruce up the Wes Coale Memorial for Fall.

Ms. Conlin reported that a tree came down in the Woodlot and fell on private property. Mr. Capobianco was able to get the tree removed quickly.

Rusted Root has a list of trees that need to be dealt with. Ms. Conlin suggested a several phase project for the Woodlot;
1) Take care of dangerous trees
2) General cleanup of Woodlot
3) Making the Woodlot area “pretty”

Ordinance Committee: (Frank McCollum)
Mr. McCollum was not present at the meeting.

Finance Report: (Bill Howell)

Mr. Howell made a motion, seconded by Vice President Purcival, to accept the Treasurer’s Report as submitted; motion carried.

Mr. Howell made a motion, seconded by Vice President Purcival, to pay the bills when properly approved; motion carried.

Mr. Howell thanked Mr. Capobianco and all volunteers for all their hard work on making Community Day a success.

Mr. Howell indicated that the first Budget Meeting is scheduled for October 14th at 6:00 p.m. If there are any changes Mr. Howell will contact everyone regarding a new date.



Mr. Howell indicated that there have been two presentations from two separate vendors for re-codifying the Borough Codebook. He would like Council to be prepared at the October 2015 meeting to vote on which vendor to enter into a contract with.

Recreation Report: (Nick Capobianco)

Mr. Capobianco thanked Mark Townsend for his hard work and dedication in preparing and executing Community Day. Mr. Capobianco also thanked Mr. Tresize, Ms. Boyle, Secretary Higgins, Ms. Saunders, Mr. Powers and Mrs. Capobianco for their assistance in preparing
for Community Day. He also thanked Ms. Conlin, Ryan Cornog and his children Ryane and Logan for their assistance. He thanked the Parkside Police Department along with the on-duty and off-duty officers that attended Community Day.

Communications/Energy Conservation Report: (Jason Stamis)

Mr. Stamis stated that Community Day was very nice this year.

He informed everyone that the Firehouse sent him a message to be posted on the Borough Website that has been posted.

Vice President Purcival did request that Mr. Stamis give the passcode and pertinent information regarding the website to someone so that there is a secondary person for the Website. President Bull asked Mr. Stamis to have that information ready to turn over at the next Council Meeting. Mr. Stamis agreed.

Tax Collector Report: (Ed Fisher)

Mr. Fisher turned a total of $ 725,866.10 over to the Treasurer to date. A total of $ 2,439.65 was collected for September 2015.

Engineer’s Report: (Lisa Catania)

Ms. Catania reported that the bids for the CDBG 2014 program, pedestrian lighting on Edgmont Avenue, came in very high. She believes it might be necessary to rescope the project from 13 lights to 6 lights or apply for a different project that may qualify and ask if the money can be utilized for a different project.

Ms. Catania did remind Mr. Possenti that the money spent on FEMA (Flood Plain Management Ordinance) payable to the Solicitor and the Engineer is reimbursable by 50%.

Ms. Catania reported that DELCORA will pick up the cost of opening and repairing the sinkhole on West Garrison Road. Vice President Purcival did inform the Engineer that the contractor that did that job was great with residents.

The Borough can use ½ of the 2014 CDBG and ½ from the 2015 CDBG for a project. She has a few options but needs guidance from Council.

Mr. Howell asked Ms. Catania if there is anything available in the form of a Grant that could be used for the Woodlot. Ms. Catania will check.

Mr. Capobianco asked Ms. Catania if Joe Stafford of Chester Water Authority has contacted her yet regarding repairing the streets after the recent work done by CWA. Ms. Catania indicated she has been contacted and they will be in Brookhaven first then will be in Parkside.

Solicitor’s Report: (Jay Wills)

Mr. Wills reported that the Road Program contracts have been signed and asked Ms. Catania when the project will start. Ms. Catania will check with the Contractor for a start date.

Mr. Wills requested an Executive Session following this meeting to discuss Police personnel issues.

Unfinished Business:

The topic of the 2016 trash contract specifications was discussed. Ms. Catania indicated she will come up with several alternatives on the specs.

CALL TO CITIZENS:

Sarah Burke of 104 West Forestview Road addressed Council with concerns about dogs constantly barking (and disturbing the peace) at 100 W. Forestview Road. Mr. Favinger indicated he would look into it.

Judy Saunders of 62 E. Chelton Road thanked Mark Townsend for a great job with Community Day. She also thanked Nick Capobianco for D.J.ing the event at no cost to the Borough.

Eric Long of 144 East Chelton Road thanked Ms. Conlin, Mr. Capobianco and Ms. Higgins for helping them quickly when a tree from the Woodlot fell on their house.

Barbara Boyle of 8 West Chelton Road gave a shout-out to Mark Townsend for a job well done with Community Day.

Several other residents of the Borough spoke of the dedication and hard work Mark Townsend put into preparing Community Day.

President Bull did tell Mark Townsend that if he ever needs a reference letter to please be sure to contact the Borough and they would provide him with one.

New Business:

Vice President Purcival again requested a secondary person have the website information (password, host information, etc.) in addition to Mr. Stamis. This is a precautionary measure.

President Bull suggested this information be provided by the next Council meeting or by the 10/14/15 Budget Meeting.

There being no further business, Vice President Purcival made a motion, seconded by Mr. Howell, that the meeting adjourn: motion carried. The meeting adjourned at 8:16 p.m.
